As the industry begins its recovery, state regulators are once again focusing on the recommendations contained in the April 2007 GAO Report — Title Insurance: Actions Needed to Improve Oversight of the Title Industry and Better Protect Consumers —which encourages “strengthening the regulation of title agents through means such as establishing meaningful requirements for capitalization, licensing, and continuing education.”
Once fully established, the Academy will promote online courses created by The Koogler Group and other leading educators throughout the country, including classroom courses and seminars that promote industry best practices. Our goal is to invite qualified industry educators from every state to collaborate in creating a full-range academic program of meaningful industry education aimed at three levels: (1) Basic [Jobskills]; (2) Intermediate [Prelicensing]; and Advanced [Certification]. NEW! Title (Closing) Agent 16-Hour Certification Course and Self-Study Program
In response to the CFPB Bulletin 2012-03 — requiring all supervised banks and nonbanks [which includes mortgage lenders] to verify, in written form, regulatory compliance and risk management protocols of third party service providers [which includes title (closing) agents] — The Koogler Group developed a national 16-hour certification course for title (closing) agents which is based on the new Multi-State Study Manual for Closing Agents. Those unable to attend a classroom session may utilize the Study Manual as a self-study program, with access via email to Karen Koogler as the course instructor. Whether attending the 16-hour certification courseor completing the self-study program, title (closing) agents must also pass the Secured Protocol Online Examination offered through The Koogler Group and fulfill accompanying certification requirements [e.g., proof of criminal/credit background check and letters of recommendation for certification].
