Focus on the FinCEN Residential Real Estate Final Rule

Karen Koogler, CEO of The Koogler Group, has been developing and delivering immersive educational programs and products to the title (settlement) industry for the majority of her 50-year industry career. As a consumer- and small-business advocate, she remains laser-focused on state and federal regulatory compliance. In March 2025, following the August 2024 release of the FinCEN Final Rule, Karen began developing a series of immersive educational programs and products to assist title (settlement) agents and attorneys in safely implementing the Final Rule prior to its December 1, 2025 effective date.
This is not Karen’s ‘First Rodeo’ when it comes to developing and delivering massive federal educational programs. For those old enough to remember, in 2008, she wrote a 330-page RESPA Final Rule Study Manual and developed an 8-Hour Implementation Program which she delivered in-person to more than 5,000 title agents, attorneys, and mortgage lenders throughout the country. She then repeated the process in 2015, with the TRID Final Rule Study Manual and 8-hour Implementation Program. Between authoring 31 industry textbooks and developing over 1,000 hours of industry-specific education, Karen has provided immersive educational programs to tens of thousands of title (settlement) agents, attorneys and related industry professionals throughout the country over the span of her career. As we said, this is not her First Rodeo!
Today, she is honored to offer her educational expertise once again, by developing a series of ‘interlocking’ FinCEN Final Rule programs and products in a thoughtful ‘layered learning’ approach – all of which are available in an online, on-demand format, allowing students to proceed at their own pace.
