On September 30, 2025, FinCEN extended the effective date of the FinCEN Residential Real Estate Rule from December 1, 2025 to March 1, 2026. Karen Koogler: Your Title Agency’s (Virtual) Director of Education
There are a LOT of moving parts involved in FinCEN Final Rule implementation. Even if all your Title Agency staff attend the FinCEN 101: Your Guide to Success, they will still have QUESTIONS and will look to YOU for the ANSWERS (which you may or may not have). This is especially the case for small business Title Agencies (you know who you are) who do not have an in-house Director of Education.
Although Karen closed her adjunct educational consulting practice in early 2008 when her educational programs and product development and in-person teaching schedule started consuming 60-hours per week, she is bringing it back starting August 1, 2025.
Think of her as your Virtual Director of Education, with primary focus on the FinCEN Final Rule, especially as it butts up against what seem to be competing federal and/or state “Consumer Privacy” rules and regulations. While she is not your in-house counsel and does not dispense legal advice, she can teach you about what you need to know to help your (and your staff) safely navigate the FinCEN Final Rule waters.
